Saudi Arabia's domestic defence sector remains small on a global comparison. As such, the country relies heavily on imports to meet the requirements of its armed forces. Saudi Arabia' military expenditure is among the highest in the world, driven by government concerns over the perceived strengthening of Iranian influence in the region; the external as well as internal expansion of Islamist militant groups hostile to the House of Saud (such as the Islamic State and al-Qaeda in the Arabian Peninsula ); and rising sectarian tensions in the oil-rich Eastern Province, where a large number of Shi'a Muslims reside. As a result of these dynamics, we expect demand for military equipment to remain s trong over the next decade , particularly in the sea se gment, as the Saudi Navy embarks on an extensive modernisation programme of its Eastern Fleet.

Defence Industry Risk Reward Index

Saudi Arabia's local defence industry remains underdeveloped, leaving the country's armed forces heavily reliant on imports of military equipment. Meanwhile, the Saudi government is one of the largest defence spenders globally, and we expect steady growth in the military budget between 2016 and 2025, creating substantial procurement opportunities for foreign companies. The country boasts reasonably high levels of economic and investment openness, as well as relatively low levels of corruption on a regional comparison, in addition to a high number of defence collaboration agreements, which present significant trade opportunities. As a result of these factors, Saudi Arabia's score in the BMI Defence Industry Risk Reward Index stands at 53 out of 100, placing the country joint third regionally, alongside Jordan and the UAE.

The Saudi Arabia Defence & Security Report features BMI Research's independent forecasts for national and international security, the defence industry, military expenditure, employment in arms production, and arms imports and exports, as well as examining industry trends and prospects, national and multinational arms producers and the regulatory environment.
